Tom Hollow’s days of piracy may be over, but he's not free of the sea or of dragon business. 7 years have passed since the caper that brought him to the isle of Summer, and he is now a capable privateer in Summer's fleet. His former conflicts with that nation are all water under the bridge—or sometimes under the covers, as he can't seem to stay out of the bed of Lord Summer, the dragon-bonded leader of the island. Though Lord Summer never fails to bewilder and to charm, Tom does not trust him or his dragon.

As Summer's war with the dragon-enslaving Kittever cult drags on, a personal connection draws Tom in deeper. His sister Sally, now a prominent leader in the cult, is back and preparing to take aim at Summer. When Lord Summer suggests that Tom go undercover, win the trust of his estranged sister, and discover the cult's plans, it seems an insane ask. But there's a carrot—a chance to own his ship outright with enough coin to buy real freedom, control over his own fate.

Soon he finds himself at a loss on who to trust. Despite Sally's cutthroat tendencies, she's still family, the only family he ever truly had. As the Kittevers unleash a scheme that puts the isle of Summer—and its dragon, its lord, and all its denizens—in jeopardy, Tom Hollow must calculate where his loyalties truly lie.
